Costco Limits Early Shopping to Executive Members Only

Beginning this week, Costco will enforce a new policy that restricts access to certain shopping hours for specific members, effective September 1.

Details of the New Policy

Starting Tuesday, September 2, members who do not hold the Executive Membership may be denied entry during designated early shopping hours. This policy was announced earlier in the summer but was initially met with a grace period throughout July and August.

Executive Members will now enjoy exclusive access to the store from 9 a.m. to 10 a.m. local time on weekdays and Sundays, and from 9 a.m. to 9:30 a.m. on Saturdays. Gold Star and Business members who attempt to shop during this special hour risk being turned away by store attendants.

Impact on Shopping Hours

This change is applicable only at U.S. Costco locations, allowing Executive Members to shop earlier than most—though not all—locations generally open. Notably, some stores, particularly in the Bay Area of California, already open as early as 9 a.m. from Monday to Saturday.

Significance of Executive Memberships

According to company statistics, Executive Members account for 73% of Costco’s revenue despite making up less than half of the total 79.6 million memberships.

This new strategy aligns Costco more closely with its competitor, Sam’s Club, which has provided early morning shopping access to its premium plus members for some time.

Additionally, as part of the changes announced on June 30, all U.S. Costco warehouses will extend their Saturday hours by opening an hour earlier, now closing at 7 p.m. for all members.
